As Health Essentials' Executive Chairman since 2012, Mr. Hoops has focused on assembling Health Essentials' executive management team and launching a strategy to care for high-risk post-acute patients. He has more than 40 years of healthcare experience and is widely recognized as an expert in managed care.
From 2006-2012, Mr. Hoops served as Chairman of the Board and Chief Executive Officer of CareMore Health Group, CareMore Medical Enterprises, Inc. and CareMore Health Plan. During his six-year tenure, he successfully expanded the company to serve seven markets across three states.
Prior to joining CareMore Health Group, Mr. Hoops served as President and CEO of PacifiCare Health Systems, which was subsequently acquired by UnitedHealth Group in 2005. Under his direction, PacifiCare became a major commercial HMO and one of California's largest managed care insurers. Mr. Hoops also led PacifiCare's Secure Horizons program to become the largest Medicare program in the United States.
Mr. Hoops holds a Master of Science in Health Services from the University of Washington and a Bachelor of Arts in Psychology from University of California, Los Angeles.
Chief Revenue Officer
In 1996, Ms. Phan co-founded GeriNet Medical Associates (GNMA), Health Essentials' post-acute and long-term care physician network. Recognizing the need for better end-of-life care, she later founded Hospice Touch, Gerinet Healthcare and Health Essentials Hospice. Today, she serves as Executive VP of Business Development for Health Essentials.
With more than 20 years of experience in managed care, Ms. Phan's background in post-acute care has been instrumental in providing strategic guidance as Health Essentials continues to evolve and grow. Prior to founding GNMA, she served as General Manager for CareMore Touch and Associate Administrator for Orange Coast Memorial Medical Center. In addition, she was also an Associate Administrator at FHP Hospital and Administrator of FHP's 99-bed skilled nursing facility.
Ms. Phan holds a Master of Business Administration and a Bachelor of Arts in Economics from University of California, Irvine.
Iyad Houshan, MD, FACP
Chief Medical Officer
Dr. Houshan joined Health Essentials as Chief Medical Officer in 2014. Drawing on more than 10 years of experience in patient care, he works to enhance the partnership between Health Essentials’ hospice, palliative care, and medical group to deliver more coordinated longitudinal care to patients. In addition, he strengthens the organization’s clinical model by developing new strategies to improve quality of care, clinical outcomes, and patient satisfaction.
Prior to joining Health Essentials, Dr. Houshan spent more than five years at CareMore Health Plan as Senior Medical Officer and Regional Medical Officer for CareMore’s Nevada operations. During his tenure, he developed and led and a team of highly engaged providers that focused on revolutionizing health care. His leadership helped build the organization into a profitable four-star health plan.
In addition to his achievements at CareMore, Dr. Houshan spent six years as an assistant professor at University of Nevada School of Medicine. Focusing on internal medicine, he was recognized by residents and faculty for his foundational teaching methods on the standard of care.
Dr. Houshan received his certification from the American Board of Internal Medicine. In 2012, he graduated from the Institute for Physician Leadership at University of California, San Francisco. He earned his Medical Degree from Ross University School of Medicine and completed his Fellowship in Internal Medicine at the American College of Physicians.
Chief Financial Officer
Richard Carpe, started with Health Essentials in June 2015. Most recently, Richard served as an independent contractor representing numerous IPAs and medical groups and as the Director of Managed Care Finance for the Inland Empire division of Prospect Medical Group. He has also served as the Chief Financial Officer for Orange County Physicians Network and as a National Partner with Arthur Andersen, running their healthcare audit and consulting practice in Orange County.
Richard has served as Chairman of the Governing Board at Western Medical Center, Santa Ana and on the Board of Directors of St. Joseph Hospital Foundation of Orange.
